That with a chain and padlock should do the trick to keep someone from walking off with your kayak? On the above ship, we would use 1/2" wire straps like that wrapped through the bites of the mooring lines to prevent thieves from stealing them during visits to Africa, Sth and Central America, and the Far East.

Salaverry, Peru was the worst. Even with the straps in place, 3 hired security guards, and the crew's vigilance, the local fisherman manage to steal hawsers during 2 different port visits.
