Yes it is and it has an elastic drawstring in the hood to pull it tight to your face. I where this over a t shirt and waders and its quite warm. The best part is just how breathable it actually is. I was trolling (by paddle not peddle!) From sun up till about 1pm and when it started to warm up I just unzipped the neck and was good.
