Hey John, sorry I've been MIA! The key word your missing in that dfg reg. Is "BUSINESS". Are you a business? Those codes are statutory, meaning they don't apply if you don't engage in the contract via "fishing license". Keep in mind, a license is getting permission to do something that you not be able to do, without asking permission.
