I think there's an easier way to protest. Head out with fishing poles, reels attached, no line on reels, or a hoop net, with the bottom cut out. There are no penalties for looking like your fishing, when your doing it with something that has no chance of catching anything. But I'll bet they'll be checking you anyway; especially if there are about 10 guys doing the same.

Trolling a swimbait or iron with no hooks on board would be reserarch in hydrodynamics, NOT fishing
